Utah Online Marriage Timeline: How Long Does the Entire Process Take?

From first inquiry to PSA marriage certificate in hand — here is the complete timeline for Filipino couples.

Summary: The Utah ceremony + apostilled certificate takes 2–6 weeks. PSA registration (Report of Marriage) takes an additional 6–12 months. Your marriage is legally valid from the day of the ceremony — PSA registration is an administrative step.

Phase 1: Application to Ceremony (2–6 Weeks)

Week 1–2: Application and Document Review

  • Submit your application online through Civil Wedding Online
  • Upload required identification (passports)
  • Complete identity verification (KYC process)
  • Utah marriage license application submitted to county clerk
  • Marriage license issued (valid for 32 days — ceremony must occur within this window)

Week 2–3: Ceremony Scheduling

  • Ceremony date and time scheduled with your licensed Utah officiant
  • Zoom/video call link sent to both parties
  • Ceremony conducted (typically 15–20 minutes)
  • Signed marriage certificate returned to Utah county clerk
  • Official certified copy of marriage certificate issued by clerk

Week 3–6: Apostille and Delivery

  • Certified copy submitted to Utah Lieutenant Governor’s office for apostille ($20)
  • Apostille processed (same day to 2 weeks depending on method)
  • Apostilled marriage certificate couriered to your address in the Philippines
  • You now have your legally valid, apostilled marriage certificate

Phase 2: PSA Registration (6–12 Months)

After receiving your apostilled Utah marriage certificate, you can begin the Philippine Consulate registration process — the Report of Marriage (ROM). This phase runs parallel to your life and does not require active waiting.

Month 1: Prepare ROM Documents

  • Obtain current CENOMAR from PSA (Certificate of No Record of Marriage)
  • Obtain PSA birth certificates for both parties (if Filipino)
  • Have ROM forms accomplished, signed, and notarized
  • Prepare 4 copies of all documents

Month 1–2: Submit to Philippine Consulate

  • Mail complete ROM package to Philippine Consulate General (Los Angeles or San Francisco)
  • Pay $25 processing fee
  • Receive acknowledgment of receipt

Months 2–4: Consulate Processing

  • Consulate reviews and processes your ROM
  • ROM transmitted to DFA in Manila

Months 4–12: DFA and PSA Processing

  • DFA transmits to PSA (Philippine Statistics Authority)
  • PSA registers the marriage in Philippine civil registry
  • PSA marriage certificate becomes available for delivery
Important: The 6–12 month PSA registration timeline is outside our control and depends on the Philippine Consulate, DFA, and PSA processing speeds. Your marriage is legally valid throughout this entire waiting period — the PSA certificate is a Philippine-format record, not a condition of validity.

What You Can Do While Waiting for PSA Registration

Your apostilled Utah marriage certificate is immediately usable for most legal purposes. While waiting for PSA registration, you can:

  • Update your civil status on government IDs and documents
  • File for spousal visa / US immigration (I-130) with USCIS using the Utah certificate
  • Open joint bank accounts
  • Obtain marriage-related benefits from your employer
  • Register at your local civil registry in the Philippines (some LGUs accept the apostilled foreign certificate directly)

Tips to Speed Up the Process

  • Apply for expedited processing with Civil Wedding Online to reduce Phase 1 to 2–3 weeks
  • Request an apostille walk-in at the Utah Lieutenant Governor’s office if you can arrange it (same-day processing)
  • Prepare ROM documents early — obtain your CENOMAR as soon as you know your wedding date, since it must be recent (within 6 months)
  • File the ROM promptly — the 12-month deadline from your wedding date starts the clock. Delayed registration requires additional paperwork.
