OFW Online Marriage Guide: How to Get Married While Working Abroad
The OFW Reality: Separated by Distance, United by Law
There are over 10 million Overseas Filipino Workers worldwide. Many couples face the painful reality of being in different countries for years at a time — one partner working in Saudi Arabia, Hong Kong, or Singapore while the other is in Manila or the province. Getting legally married under these circumstances has historically been nearly impossible without one of you flying home.
Utah’s remote marriage program under Utah Code § 30-1-4.5 changes this completely. The law explicitly allows all parties — including both spouses and witnesses — to participate remotely from anywhere in the world via real-time audio-visual technology. Only the officiant must be physically in Utah.
Common OFW Scenarios We Handle
- Both OFWs in different countries: e.g., partner in Dubai, you in Hong Kong — both connect via Zoom
- One OFW, one partner in Philippines: One joins from abroad, the other from home
- OFW couple, same country: You can join from the same location, wherever you are
- OFW needing marriage for immigration: Getting married now to begin US spousal visa process while still working abroad
Why OFWs Choose Utah Online Marriage
1. No travel required — no lost income, no flight costs
Taking time off work to fly back to the Philippines for a wedding can mean losing weeks of income and spending ₱50,000–₱150,000+ on flights alone. A Utah virtual marriage requires only a stable internet connection and a few hours on a scheduled day.
2. Legally recognized in the Philippines
Your Utah marriage is recognized under Article 26(1) of the Philippine Family Code. The apostilled certificate functions as your marriage proof for all Philippine legal purposes — changing civil status on IDs, filing income tax as married, spousal benefits, and PSA registration.
3. Recognized by USCIS for immigration
If your long-term goal includes immigrating to the US together, a Utah marriage is accepted by USCIS for the I-130 spousal petition. This avoids the K-1 fiancé visa route and its 90-day marriage requirement. Note: USCIS requires you to have met in person at least once before filing.
4. Faster than waiting until you can both be in the Philippines
There is no timeline that says you must wait. If you are ready to marry, you can marry now. The legal and practical benefits of being married — from spousal benefits to immigration eligibility — start from the day of your ceremony.

Frequently Asked Questions for OFWs
Can my witnesses also be abroad?
Yes. Under Utah Code § 30-1-4.5, witnesses may participate remotely from anywhere in the world. They must be 18 or older and able to observe the ceremony live via video.
What time zone should I use for scheduling?
The ceremony is scheduled in Utah time (Mountain Time — UTC-7 in summer, UTC-6 in winter). Be aware that if the Utah ceremony happens late in the Utah day, the Philippine date may already be the next day. If you want your Philippine and Utah dates to match, schedule an early-to-mid afternoon Utah ceremony.
Can I use my OFW ID instead of a passport?
Utah requires a valid government-issued photo ID. A passport is the most universally accepted document. An OFW ID (e-Card) may not be sufficient as a standalone ID. We recommend using your Philippine passport or the passport of your country of residence.
I already sent a certificate of no marriage (CENOMAR) to my employer abroad. Is that the same for the ROM?
A CENOMAR issued by the PSA is the same document regardless of purpose. What matters is that the CENOMAR submitted with the ROM is recent — typically within 6 months of your ROM application date. If yours is older, you will need a new one.
