Can my witnesses also be abroad?

Yes. Under Utah Code § 30-1-4.5, witnesses may participate remotely from anywhere in the world. They must be 18 or older and able to observe the ceremony live via video.

What time zone should I use for scheduling?

The ceremony is scheduled in Utah time (Mountain Time — UTC-7 in summer, UTC-6 in winter). Be aware that if the Utah ceremony happens late in the Utah day, the Philippine date may already be the next day. If you want your Philippine and Utah dates to match, schedule an early-to-mid afternoon Utah ceremony.

Can I use my OFW ID instead of a passport?

Utah requires a valid government-issued photo ID. A passport is the most universally accepted document. An OFW ID (e-Card) may not be sufficient as a standalone ID. We recommend using your Philippine passport or the passport of your country of residence.

I already sent a certificate of no marriage (CENOMAR) to my employer abroad. Is that the same for the ROM?

A CENOMAR issued by the PSA is the same document regardless of purpose. What matters is that the CENOMAR submitted with the ROM is recent — typically within 6 months of your ROM application date. If yours is older, you will need a new one.
