The Time Zone Date Issue in Utah Online Marriages: What Date Appears on Your PSA Certificate?

A Utah ceremony at 8 PM Mountain Time is already the next day in the Philippines. Here’s what this means for your legal documents.

The Time Zone Reality

Utah (Mountain Time) is 15 hours behind Philippine Standard Time (PST) during Daylight Saving Time (March–November), and 16 hours behind during Mountain Standard Time (November–March).

This means:

• A ceremony at 9:00 AM Utah time = 12:00 AM (midnight) / 1:00 AM the next day in the Philippines
• A ceremony at 6:00 PM Utah time = 9:00 AM the next day in the Philippines (MST) or 10:00 AM the next day (MDT)
• A ceremony at 8:00 AM Utah time = 11:00 PM (same day) in the Philippines

Which Date Appears on the Marriage Certificate?

The Utah county clerk records the date of the ceremony as it occurred in Utah — Utah’s local date. If your ceremony is on May 10 at noon Utah time, the certificate shows May 10 — even though it is already May 11 in Manila.

This is the universally accepted principle in international law: the date on the foreign certificate controls. When the PSA registers your marriage through the Report of Marriage process, they reproduce the date exactly as stated on the apostilled Utah certificate. They do not “convert” the date to Philippine time.

Why Does This Matter?

The date discrepancy matters in a few practical situations:

• Anniversary date: Your “legal” anniversary is the Utah date on the certificate — which may differ from what felt like your wedding day in the Philippines
• Immigration documents: The marriage date on your I-130 and other immigration filings must match the Utah certificate
• PSA registration: The PSA date will match the Utah date — this is correct and expected
• Philippine court records (if any): Would use the Utah certificate date

How to Avoid the Date Discrepancy

If you want your Utah date and Philippine date to be the same (or as close as possible), schedule your ceremony in the morning Utah time:

MDT = Mountain Daylight Time (UTC-6), applies March–November. MST = Mountain Standard Time (UTC-7), applies November–March. Adjust accordingly.

Is This a Legal Problem?

No. The date discrepancy is well-understood by Philippine legal authorities, the PSA, and Philippine consulates. It is consistently resolved the same way: the Utah certificate date is used. Philippine courts, the PSA, and legal practitioners in the Philippines are familiar with this issue and it does not affect the marriage’s validity or its recognition.
